Given that the electron in $He^{+}$ has energy -54.4 eV, its binding energy is 54,4 eV. If this electron absorbs 100 eV of energy, then it will escape the "bond" with the nucleus. In other words, the helium ion will ionize and become $He^{++}$. The total kinetic energy of the system electron-$He^{++}$ will be 45.6 eV.
