(a) When the bucket is upside down, there are two downward forces acting on the water: gravity, , and the normal force, .
(b) The net downward force acts to change the direction of the velocity so that the water goes in a circle. If the wall of the bucket collapsed the water would fly off with a velocity tangent to its circular path. It would not fall straight down because it has velocity.
