When the net work is zero we can conclude that the kinetic energy does not change and therefore the speed is constant. This does not mean that the velocity is constant. For example a particle in a uniform circular motion is accelerating and changing the direction of velocity while the net work is zero. We cannot conclude anything about either the acceleration or the velocity.
