The ball thrown upward comes momentarily to rest at its highest point but the acceleration is still 10m/s2 in the downward direction. Consequently, there is a net force exerted on the ball pointing downward. This means that the ball is not in equilibrium (note that being in equilibrium means that the net force is equal to zero.)
